Hi Connie,
Most commissions adopt their own rules and regulations to govern their commission and meetings (I assume this is the context you mean for “bylaws,” rather than actual Town bylaws). These usually cover items such as the commission’s purpose, membership, the process for electing officers and their duties, how meetings can be called, and the overall duties of the commission. Others on here may be able to provide their commission’s rules and regulations.
In addition, your community’s charter may include some general guidelines that commissions must follow, as well as Open Meeting Law requirements. Some communities have a process for adopting rules and regulations; usually, your town’s legal counsel must review them, and they are filed with the Town Clerk.

All - I noticed some of our town's commissions (agri and cemetery) have bylaws, but when our Salisbury Historical Commission was formed in 1972 by the selectmen, no bylaws were ever directed to be written.
Do the rest of you have bylaws or are we guided by MHC?
Trying to figure out if we can establish our own procedures...such as asking if the Building dept can cc us on his email distribution list when he sends out his monthly report to dept heads on building permit requests... (so we can stay ahead of historic assets possibly being in harms way)
