[MassHistPres] RFP turned down . Town vs non profit for civic use..

Greetings.
After 30 years of total negligence by the town an RFP was proposed for
the sale of our 1871 west Harwich schoolhouse. The town asked for a non
profit to buy it , fix it up and use as a civic building. Ours was the only
proposal. We offered $1.00 plus an initial $20,000 to stabilize the
building before raising funds. The chair of our BOS says this is too low an
offer and fiscally irresponsible, after he talked to real estate and
construction people who felt it would be good for housing.
Anyone have examples of $1.00 buildings sold to non profit for town use?
Is this just the heart ache of trying to preserve historic buildings?
Or just my town?
