[MassHistPres] question for historical commissions - Demo Delay Bylaw

We passed a similar by law a few years ago, in Chatham  when we found real estate agents applying in advance....and not being able to deal with the owner....and I'd not successful apply our 18 month demo delay..

In Winchester, it is with the owner. So if the property is sold, the new owner would also have to apply and potentially be subject to another 1-year delay.

I am inquiring on behalf of the Concord Historical Commission about an amendment to our bylaw that we are considering.



Does your  demolition delay run with the property or with the property owner?  (...so if/when a property is sold or transferred the new owner would have to apply for a new demo permit)
