[MassHistPres] New residents to Historic districts

Hello AllI a reaching out to inquire how other towns become aware of a new resident in a historic district. Other than an application for a building permit, dog license or registering to vote does any other Historic District Commission have a way of knowing when there is a new occupant of a residence within a district?  Recent events here in Townsend have revealed that the realtors have not disclosed this to potential buyers.Thank you for any input you may have on thisAlisaChairTownsend Historic District Commission
