[MassHistPres] demolition restrictions under zoning

Hello all

I am interested in the question of restricting or fully or partially preventing demolitions under zoning, as distinct from  demolition delay or under MGL 40c Local Historic Districts or home rule Neighborhood Conservation Disticts.

Can anyone site examples of municipalities with the following:

1) A zoning based Neighborhood Conservation District or overlay district that imposes design review with the power to fully or partially prevent demolition — e.g. by requiring at least preservation of the principal facade(s)  — or of the whole or much of the building.  

I am aware of Amsbury's zoning based neighborhood conservation district bylaw but I do not see that its language can force preservation of existing fabric. Can anyone tell me if I’m misreading that?

2) Any zoning facade review provision that has been used to require retention of facades — e.g. facadectomies.

3) Any zoning provision that prevents demolition until the replacement project is fully permitted.

4) Any place in Mass. other than Milton that imposes demo delays of 24 months or longer — under at least certain conditions.
