[MassHistPres] concrete repair

We are considering how to repair a concrete porch and steps on the front of
the Town Library (c. 1949). Apparently it is difficult (perhaps impossible)
to secure exactly the same concrete as was available 70+ years ago. Our
contractor has recommended the use of a cement-based, fiber-reinforced
material, Universal 1023, which he believes will be durable and lasting and
have a look consistent with the original porch. The building itself is
brick, so this is not a question of matching a section of concrete, but
replacing its surface.

Does anyone have experience with this product, or know whether it will meet
the Secretary of the Interior's Standards for Historic Preservation?
