That is correct re Brookline — 18 mo. for NR — perhaps a footnote would be useful.

Another footnote might be useful for towns where the delay is effectively variable, depending on the proponent meeting proactive requirements and not just timing it out.

It would also be interesting to learn more about the history of Milton’s unique 24 month delay.
