The Window Preservation Alliance has a lot of great resources.

There's also a directory of window restorers. Some of those do free
workshops on occasion that help homeowners better understand their windows,
and learn how to perform maintenance. I'd suggest the homeowner find a
window person close by and give them a call. The window community is pretty
friendly, so even if the call is not about an actual restoration contract,
I bet the window person will give you some info anway!
