[MassHistPres] Ordinance concerning demolition by neglect

[Michael Roughan]

Hopkinton has a Demolition by neglect clause that is capped at both $300
per day and also maxed out at the assessed value of the property. The
latter clause to ensure the penalty, while punitive, is not excessive.
