[MassHistPres] LHD fee

Hopkinton used a Mass Historic grant to fund the LHD study. Even though
this effort was proposed to be an expansion of the existing Downtown
Historic District, we didn’t do a good job of convincing residents of the
benefits and it hasn’t gone anywhere.

My advice is to minimize the impediments and maximize the benefits
throughout the process or you’ll end up where we are, in a stalemate.
