[MassHistPres] LHD fee

Brookline has been able to have neighborhoods fund study reports because, except for unusual situations, the push for the LHD has been driven by the neighborhood not the Commission.  The Commission limits its role to technical and professional guidance and support.  The neighborhood leadership knows that if they don’t have at least something like 80% owner support within the LHD boundary it is unlikely to pass Town Meeting.  

That said, there has never been an attempt to do a non-residential area LHD.
