[MassHistPres] single-building LHD

Springfield has hired an out-of-state consultant to look at local historic districts in the city. He seems to be questioning the creation of single-building LHDs. Fourteen have been created in the past ten years, either during Demolition Delay or from CPA funding requirements.
Are there communities besides Somerville which have used Chapter 40C to create numerous single-building local historic districts?
Are there communities with their own landmark legislation to protect single buildings?
