MGL Chapter 40C, Section 3<https://malegislature.gov/Laws/GeneralLaws/PartI/TitleVII/Chapter40C/Section3>, explicitly allows for the creation of single-property districts: “The buildings, structures or sites to be included in the proposed historic district may consist of one or more parcels or lots of land, or one or more buildings or structures on one or more parcels or lots of land.”

There are a number of communities with single-property districts, besides Somerville. I was involved in the creation of such districts in Framingham and Hopkinton before coming to MHC. And Needham just established their first LHD, a single-building district, at their spring Town Meeting; that is the most recent one statewide.

Springfield has hired an out-of-state consultant to look at local historic districts in the city. He seems to be questioning the creation of single-building LHDs. Fourteen have been created in the past ten years, either during Demolition Delay or from CPA funding requirements.

Are there communities besides Somerville which have used Chapter 40C to create numerous single-building local historic districts?

Are there communities with their own landmark legislation to protect single buildings?
