Graffiti removal and other important preservation measures that meet the Secretary of Interior's Standards are addressed in "Preservation Briefs" put out by the National Park Service, available online at: http://www.nps.gov/history/hps/tps/briefs/presbhom.htm
Graffiti removal is specifically addressed in Brief #38.
