Who will retain ownership?

  If the LT,  then control is maintained over use, preservation and  
agricultural practices through the terms of the lease and the  
affordable housing to the "farmer would be provided through a  
"bargain" lease. If the property os to be sold then a conservation/ 
preservation easement could be placed on it prior to sale with the LT  
holding the easement and therefore control over use, preservation and  
agriculture and the new owner gets the ability to acquire equity.

There might be other options but I suspect they would be nuanced  
variats of the two above.
