[MassHistPres] Historic Preservation Fund Issues

My advice is to leverage as much investment in preservation as you can with some kind of matching grant program - maybe a 30-for-70% match.  A revolving 0% loan program to get people to do the right things to preserve their buildings would be good too.  Will there be any restriction about grants for preservation improvements for private properties.  You might also consider buying or requiring facade easements in exchange for preservation grants.
