Survey forms for many towns have been scanned and now are available online through MACRIS webpage; but as other readers have noted, the archaeology forms have never been available online - not even the list, for the very reasons that you were told. The Inventory of Historic and Archaeological Assets of the Commonwealth refers to all documented resources. MACRIS database only includes those above ground resources that have been documented on Area Forms, Building Forms, Landscape, Objects, Structures and Burial Grounds - not archaeological forms.
Towns for which survey forms are available online (MACRIS) are highlighted in light blue lettering in the all town list. THe MHC is in the process of scanning all towns and I believe that the staff started at the end of the alphabet. Some other towns are also highlighted and may include all of their forms or forms that were submitted in the last few years - more recently documented properties, but not necessarily all of the forms for the particular town.
I just learned about it, have tried it a bit and find it very cool particularly if the town you are looking for is among those recently scanned. And it is very easy to access. More to come I am told.

Thanks to all who responded. The "Inventory of Historic and Archaeological Assets of the Commonwealth" is not the same as the MACRIS database. It includes archeological site information. According to one source (who will remain nameless unless he wishes otherwise), having the archeological information on the web resulted in site looting and vandalism, so MHC took it off. To get a look at the inventory, you have to contact MHC directly, or visit there.

Chris Skelly can tell you more, but it's my understanding that there are no inventory forms for any community online yet, at least through the state system, but that should be changing soon. MHC guidelines for current survey and inventory projects now require copies of all forms on CD-R, accompanied by maps generated through the Mass. GIS system. So when the funding is available for posting them online, the documents will be ready as well.
In the meantime, there are a few communities who have made their local inventory forms accessible on line. Marlborough is one.
