Check the State's records retention schedule for municipal records. It is
available online at http://www.sec.state.ma.us/arc/arcrmu/rmuidx.htm Click
on municipal records retention manual for the PDF.
Building Inspector is the likely schedule. You will find that many such
records have permanent or life of the building retention. Assuming these
are municipal records, I suggest you contact the Records Management Unit
and discuss. There is a form for gaining permission to scan and then
discard paper records and I expect scanning requirements that must be
followed to ensure a high quality product.
