[MassHistPres] appropriate mitigation

Hello,

 

The Town of Greenfield is planning to demolish a 1921 Art Deco single story
building whose front section is a classic Art Deco auto showroom with large
display windows edged by geometric red and white brick designs. The major
rear section is utilitarian auto storage space.  

The Town wants to  demolish both sections to provide the entrance to a
parking garage. This location is  directly across the street from the new
Transit Center where train service will begin to Northampton and Springfield
next month.  

The newspaper continues to write that "the state Historical Commission has
given the town permission to raze the building which has been deemed
eligible to be placed on the National Register of Historic Places. 

In return the town has agreed to incorporate some features of the building
into the construction of the parking garage.  The Historical Commission did
verbally agree to demolition without details and there seems to be no
further mitigation detail. 

Is there a common or tested procedure in other towns for cases like this,
perhaps using a mediator?
