[MassHistPres] Cost of Moving Overhead Utilities

I am wondering if anyone has any recent experiences with who is responsible
for the cost of moving overhead utilities when a house is moved.
 Additionally, does this change if the utilities are located on a private
street versus a town accepted road or state highway?
