Sarah,
According to MGL ch. 166, sec 39; (see also William Casey vs Mass Elec. Co., 1984) utility companies cover the costs associated with the raising and lowering, or cutting and reattaching of wires to make way for the relocation of a house. Costs associated with the erection of temporary or permanent structures related to this wire work is typically not covered. Not sure on private way requirements. To my knowledge MA is the only state where this law applies; other states, all costs incurred by the homeowner.
