[MassHistPres] Submission for National Register district and CPC denial of funds

Greetings and request for help.
     I am at a brick wall at the moment. We have been working through the process to garner National Register district status  for a 3/4 mile stretch of main street containing approx 32 Sea Captains' homes. 
Mass Historic agreed with us and it was suggested that a consultant  be hired to write the nomination papers..  This round of CPC turned down our request for the money, though I have to say our historic cache has a fair amount of money not spent.  Any pointers as to how to proceed. This stretch truly is remarkable and surprising that it is still intact to a great degree. Encroachments and lot divisions are already seeping in with a threat of demolishing one of the historic homes.
