[MassHistPres] question about hardship cases for appeals in demolition delay cases

The Westminster Historical Commission has been preparing its first
Demolition Delay bylaw, and after several questions have been presented to
us, we have certain questions that we need guidance on. The first is this:
what have other commissions established for quidelines on hardship cases
for those who have appealed a decision by the Commission to not allow
demolition? Is a financial concern the most important?
We would appreciate any advice. Thank you.
