[MassHistPres] Town owned and town funded historic preservation project.

Trying to find the best way to proceed with a town owned historic building for which they will grant a local group a license to preserve. This means a heavy burden on the group to find the funding and direct the preservation work.     However this is the model of operation within Harwich. I do not think it is the most efficient way.  To sell it might mean loss of the historic structure or even demolition. Does anyone have experience of a town that preserved their own building and directed the preservation?
