[MassHistPres] Historic Preservation Trusts and CPC

Recently my town instituted an Affordable Housing Trust that garners funds from the CPC . This includes allowed funding for a part time housing production coordinator.  My contention is that the Historic Preservation category within the CPC is the most restrictive.     Has any town established a historic preservation trust in the same way that Affordable Housing trusts have done in garnering both CPA funding and a part time employee for production.?Appreciate your input as well as a general discussion.
