[MassHistPres] Notifying Abutters

Northampton does not notify abutters for demolition delay hearings since
historic resources are community-wide assets that have importance beyond
the surrounding neighborhood.
We do place a legal notice in the newspaper and ask applicants to place a
yellow sign with the hearing information on the property.
