[MassHistPres] CPA funds for private residence

The town of Hopkinton has a property owner in town with an old farmstead that has a barn with significant structural damage at the sills. While they would like to preserve the barn they do not have sufficient funds to do so. The barn has been used in the parts to conduct theatre company rehearsals. What is the protocol in terms of deed restrictions and public access if we consider using Community Preservation "Historical Preservation" funds to restore the barn?
