Violation of a stop work order can result in civil and criminal penalties,
accumulating from the day the order is issued. The amount varies from
community to community. The local building commissioner should take the
lead on this. If there is a licensed contractor involved their CSL can be
suspended or revoked after a hearing with the BBRS. In the cities that I've
worked in as a building inspector the threat of penalties and license
suspension usually works.
